Honestly, over here at Clark Ln, we don’t hate the freezing weather — it’s the time we’re allotted for peace. I’ve been trying to take a break and rest up for the coming spring onslaught that is the David C. Bills machine.

I do need to apologize, as I previously shared some inaccurate information last year.
After reviewing updated public records, it appears that David C. Bills received an approximately $8,000 annual raise compared to the salary data I referenced at the time.
$230,150
— about $8,000 more per year in tax dollars than my last query.
According to the public records, the employee's salary increased by $7,613 from 2024 to 2025, which is a 3.4 percent rise.
Since 2020, the salary has increased by $69,342, a total rise of 43.1 percent.

According to the public records, the employee's salary increased by $8,776 from 2024 to 2025, which is a 5.3 percent rise.
Since 2021, the salary has increased by $116,069, a total rise of 196.2 percent.

I’m not sure of the full history here, but the growth is notable.
I don’t allow envy into the makeup of who I am, and I never will.
I post these figures because these are the tax dollars WE provide for their guaranteed raises every year.
This also shows the financial position they come from.
They most certainly do not care about anyone who cannot fund what they stand for.
Tax increases do not affect them — they just give themselves raises.
So yeah — RE-VOTE.
Can you imagine if all things worked that way?
These guys are actually parodies of themselves at this point.

Why would it be otherwise?
I would get that in early just in case any "problems" happen.
Just speaking pragmatically for a minute:
So you didn’t like the vote.
You initiate a re-vote because of “feedback” and “conversations.”
Some people say things like:
Others say something much worse — “Why don’t the seniors move?”
These are people who have likely lived their entire lives in this community.
Sorry, fellow human, I do not agree.
And one day — hopefully a long time from now — you won’t agree with that stance either.
Also to the “kids,” as some say.
The irony is that you are voting to put your kids in debt.
Maybe they don’t leave Camillus.
Maybe you hand down your house.
Which just becomes a bill they can't afford.
It’s one thing if you could have any faith that the money is actually being respected.
David C. Bills has proven that it does not matter to him. After that everything single thing is suspect.
Maybe “guaranteed” is guaranteed.
The problem with David C. Bills’ management style is simple:
It only works if the answer is always YES.
There is no plan for NO.
No backup.
No adjustment.
No responsibility for what happens when people don’t rubber-stamp the ask.
Now let’s talk about Mr. David C. Bills and the wonderful people of the West Genesee School Board’s re-vote.
A re-vote.
LOL.
Just imagine, for a second, if all voting worked that way.
Picture every vote you’ve ever participated in being redone because the results didn’t suit the people in charge.
“OK children, we know you didn’t mean it.”
People who mismanage and deceive with public funds, all under the banner of “community.”
If the only strategy is “vote again until it passes,”
that’s not governance.
That’s failure wearing a suit.
Basically, he is a gambler who already knows he is going to beat the house.
They are not good stewards of the funds that are provided.
I cannot imagine the logic someone would use to say otherwise.
IT TOOK AN AUDIT!!! for them to take action at all!
💰 We are talking about seven years of tax money with no inventory, and phrasing like this:
“The District is presenting conceptual plans created in conjunction with the District's architect.
Detailed plans are not finalized prior to the vote as the vote is to authorize the funding and general scope.”
That statement will not change, no matter how they package it.
You are asking the public to authorize funding and scope while admitting the detailed plans are not finalized.
What new facts do you think will surface in this meeting?
So they are basically going to put the exact same proposal back out and answer more questions.
The operational costs alone will never be calculated. You just keep watching your wallet shrink while administrators hand themselves fat raises to “manage it all.”
And NYSED is no shield. Mike Walker of NYSED is a liar. Believe him if you want, but you have been warned.
State building aid is not free money. It is taxpayer money coming through the state budget instead of entirely through local property taxes.
As I understand it, the district still borrows for the work and repays principal and interest over many years, and that debt service becomes a required obligation in future budgets.
If parts of the project are not covered by the state, or if costs exceed the state’s reimbursement limits, more of the bill shifts to local taxpayers.
And additional facilities space will create wonderfully managed, ongoing operating and maintenance costs.
Because the way they operate is so opaque, you will never know — unless a state audit is actually done.
(7 years, no inventory)
You would have to go to every meeting, keep track of all records, and even then your concerns will just get buried under the phrase “for the community” like it was handed down by an oracle.
"The Kids" will be paying for it forever full stop.
Then give the kids a playground.❤️
It appears that salary increases for David C. Bills and Christine C. Demass are the real priority — not playgrounds or roofs unless you give more.💵
For me, this is about fiscal responsibility and transparency.
There is no world in which David C. Bills and the West Genesee School Board check those boxes — even a little bit.
I am sure David C. Bills will say "But we are better now!" 🤣
Now they’re crying about a bus garage and a roof.
Is that serious?
Meanwhile, they took no inventory for seven years — inventory funded by your tax dollars.
The $230,000 + $175,000 = $405,000 per year in tax-dollar-paid executives appear to have operated under the assumption that “yes” was the only answer they would ever receive.
That is not management.
That is entitlement.
And it assumes the public will always say “yes.”
Apparently, they will keep re-running the vote until the answer is yes.
At that point, it stops being democracy and starts looking like a parody.
I mean, I suppose that David C. Bills could get creative — lol just kidding.
Creative is not the system that David C. Bills has aspired to.
I mean, I would not put it past Dave though.
I wonder if they could have fixed the roof with the “other” category —
Bills-Board above? Kids playground maybe ? Crazy talk I know...
Can you imagine the meetings that must have taken place to justify a re-vote?
The only reason these people exist in these roles is because of your tax dollars — and to them, you are just a piggy bank.
David C. Bills manages from the position of:
“We will get what we want.”
And I mean… how could you argue?
I can only say this:
Voting yes to giving this guy over $70,000,000,
and then you vote yes to the inevitable budget increases that follow,
you are saying:
If thats your bar for getting your money, more power to you.😀
One more time: seven years, and inventory was not a priority.
That’s what they think of the monopoly money you give them.
The entire operation is built on the fantasy that funding is infinite and voters will eventually fall in line, which appears to be historicaly true.
And the moment they don’t?
Everything stalls.
Panic sets in.
Pressure follows.
And the solution becomes do-overs instead of leadership.
(Well — and raises for the ones who matter, of course.)
What the hell else runs like that?
Any real organization — public or private — has to answer one basic question:
What happens if the money doesn’t come through?
If the answer is:
that’s not leadership.
That’s dependency — on your money.👈
Just remember:
You are not voting for one number.
You are voting for the next,💰
and the next,💰
and the next.💰
That is the point.
That is the ONLY pattern.👈
Make life easier for them, raises poor spending, and bad inventory habits.

I do have a beef, as any logical, long-term-thinking taxpayer should.
Give the kids a playground.
Fix the bus garage.
You don’t need $77+ million to do that — especially when approving that money comes with “Approve the preliminary.”💰

Operational costs are real. Their track record shows how seriously they take operations.
I saw one comment that was trying to bring shame for "attacking the school" lol. Let me tell you about being attacked fellow human.😀 Trust me David C. Bills feels 0 shame.

In closing, you know how the rumor mills are.
I heard through the grapevine that David C. Bills is compelling voting-age students to vote yes.
This is only a rumor, and there is no way to know whether it is true or not.
It sounds over the top to me, but these are crazy days.
That said, I would not put it past him.
It certainly sounds very Darth Vader.
Again, to those people, I would say this plainly.
You are putting your own future in debt.
Unless you get the CEO of West Genesee School District's job of course.
